Biography
James David Watkins was a United States Navy iral and former Chief of Naval Operations who served as the United States Secretary of Energy during the George H. W. Bush istration, also chairing U.S. government commissions on HIV/AIDS and ocean policy. Watkins also served on the boards of various companies and other nongovernmental organizations and as the co-chair of the t Ocean Commission Initiative.
